第十四条通信信息中心自收到申请材料之日起5个工作日内做出是否受理的决定。不予受理的，应书面告知，并说明理由。
第十五条通信信息中心对申请单位提交的资料按照本规范等有关要求进行资质审核。
在审核过程中发现检测数据不完整或阶段性结论不正确、不符合标准要求的，中止资质审核并告知申请单位。
在审核过程中发现检测报告存在问题的，可要求原检测机构进行整改，直至原检测机构或第三方检测机构出具复检或补充报告。检测机构有义务免费承担车载终端和平台的复
检工作。
在部公示前20个工作日未提交完整的审核资料的申请单位，顺延至下批次进行资质审核。
审核合格的，汇总报交通运输部。
